For OE's Python, you need to set some variables in your recipe, e.g.:

EXTRA_OECONF = " \
        BUILD_SYS=${BUILD_SYS} \
        HOST_SYS=${HOST_SYS} \
        STAGING_INCDIR=${STAGING_INCDIR} \
        STAGING_LIBDIR=${STAGING_LIBDIR} \
"
