[oe] [PATCH] netbase and opkg: reorder init scripts to make networking come up at first boot

[Denis 'GNUtoo' Carikli]

Without that fix, usb0 doesn't come up at first boot
  (tested on the bug machine, with Angstrom on a console-image).
