[oe] Wiki page for OE feature migration into oe-core

Hi

I have created a page to list all the features we would like to consider
for getting into oe-core. I have populated it with some basic stuff to
start of. I am expecting that everyone populate this table and create a
comprehensive list of tasks out of it.
