[oe] do_compile of gcc-cross-sdk-4.5 fails with -mfloat-abi=hard

I've appended a patch for gcc-configure-sdk.inc that fixes the problem
for me and builds a working toolchain. It is based on my assumption
that somewhere TARGET_CC_ARCH had been left out.
