[oe] [PATCH v2] ust: Add new recipe for 0.12 version

Hello,

Same stuff apply here as well.

I am not sure whether anybody else is using older version or not will not delete the older version. I tested this recipe with 
DISTRO = "angstrong-2010.x"
MACHINE = "beagleboard"

The older version does not support arm and older recipe throws the error in do_compile. Newer version has better support of ARM.
