[oe] [PATCH v3] userspace-rcu: Add new recipe for 0.5.4 version.

Hello,

I am not sure whether anybody else is using older version or not will not delete the older version. I tested this recipe with 
DISTRO = "angstrong-2010.x"
MACHINE = "beagleboard"

The older version does not support arm and older recipe throws the error in do_compile. Newer version has better support of ARM.

Well this item is redundant to the commit message, so the committer should remove it.

Will you send a follow up patch to remove `userspace-rcu_0.4.6.bb` afterward? Or are there still users?

What build configuration has this patch been tested with?
