[oe] qtbase.inc: add -no-xkbcommon

How was this patch tested, here it fails with:

| Error: -no-xkbcommon is not supported on XCB platform plugin.

maybe it needs to be exclusive with xcb PACKAGECONFIG, please test and
document it in qtbase.inc
