[oe] [meta-qt5][PATCH] qtbase.inc: Enable accessibility by default

[Otavio Salvador]

qtdeclarative requires accessibility to be enabled and it is added by
default to the toolchain so we ought to have it enabled to ensure the
default toolchain generation works.
