I don't mind this since it's quite short, but any particular reason for
dropping DESCRIPTION and turning the old one into SUMMARY?

Do we no longer need the RDEPENDS on perl?  It looks like the issue
Robert identified when he introduced it is still present:

It's better to keep the older SRC_URI format,
"https://www.stunnel.org/downloads/archive/5.x/${BP}.tar.gz", in this
case, as that's likely to survive.  Currently 5.07 has been replaced
with 5.08 due to a new CVE, so the download link is broken.
