The rp-pppoe.so is built from meta/recipes-connectivity/ppp/ppp_2.4.6.bb,
so try to
add this in your local.conf:

IMAGE_INSTALL_append = " ppp-oe"

Note, the space is needed.

Not sure where is the pppoe_module.so, maybe you need look at ppp_2.4.6.bb's
configuration.
