[oe] [meta-oe][PATCH] imagemagick: add some PACKAGECONFIG, fix unrecognized --without-jp2 option

* Add PACKAGECONFIG for lzma, pango, webp, wmf
* libwmf is currently blacklisted, so #comment it out
