I guess that the only working solution we have today is to remove allarch, correct?

If so, sure I can spin a patch and send it tomorrow.

Though, I guess that we sooner or later have to come up with a way to let allarch packages safely depend / recommend TUNE_PKGARCH packages.

Not that I really cats that much about webmin. It's rather that we've had the need to quickly come up with a configuration interface for a product in a certain project. And webmin seemed like a pretty easy and quick solution. So obviously I wanted to remove the size of the package...

But like I said above, of the currently best solution is to remove allarch, I'll spin a patch for our tomorrow.
