It's odd, but even if localstatedir is empty, it should also be removed in do_install, and I don't' think
Openldap install /run directly:
$ grep -r 'MKDIR.*run' openldap-2.4.39/*
openldap-2.4.39/servers/slapd/Makefile: -$(MKDIR) $(DESTDIR)$(localstatedir)/run
openldap-2.4.39/servers/slapd/Makefile.in:      -$(MKDIR) $(DESTDIR)$(localstatedir)/run

Anyway, could you help check if it work if I change it as:
-    rmdir "${D}${localstatedir}/run"
+    rmdir "${D}${localstatedir}/run ${D}/run"
