[oe] [meta-oe][PATCH] libhugetlbfs: add bash and perl to RDEPENDS

This solves the following warning:

libhugetlbfs-2.18: libhugetlbfs-tests requires /bin/bash, but no providers in
its RDEPENDS [file-rdeps]
libhugetlbfs-2.18: libhugetlbfs requires /bin/bash, /usr/bin/perl, but no
providers in its RDEPENDS [file-rdeps]
