[oe] [PATCH] Use GFDL-1.1 instead of GFDLv1.1

There is no GFDLv1.1 file in the license directory

It does not make sense to have a duplicate file.

Incidently, the GFDL-1.1 file contains the GFDL-1.2 license, not the 1.1 
license.
