[oe] [meta-browser][PATCH] chromium: Remove dependency on Linux 4.5

Add a patch adapted from qtwebengine to remove the dependency on Linux
4.5 when glibc >= 2.24 is used. This resolves the problem with tabs
always showing "Aw, snap!".
