[oe] meta-networking: drbd-utils:drbd-overview fails to run

drbd-utils:add denpendency for perl-module-strict
and perl-module-warnings.

Perl script drbd-overview fails to run due to perl noexists
under small rootfs,fix it with definitions both perl-module-strict
and perl-module-warnings.
