[oe] [meta-oe][PATCH] logcheck: update to 1.3.18

This adds runtime dependency on mime-construct which is in meta-perl and
meta-oe cannot depend on meta-perl.

Does it work in runtime without mime-construct?

Either move mime-construct to RRECOMMEND (if it can work in runtime without
it) or move logcheck to meta-perl.
