The following two changes fix builds of python[3]-twisted. Patch 1/2
is a backport of e410b5c54373ce9539f2df9840e3d987f319ee6c from
master. This patch addresses a failure which presents as:

nothing provides python3-twisted-news needed by python3-twisted-17.9.0-r0.corei7_64

This is caused by python3-twisted-news producing no installable
package since it is empty. It is empty because upstream implemented a
notPortedModules API which excludes part of the package which are yet
to be ported to py3. Unfortunately the change in 1/2 breaks the py2
case. Thus the 2/2. Patch 2/2 should be applied to master as well.
