Because then you can simply add ceres-solver to INSTALL_IMAGE and the
headers from ${PN}-dev are nicely added to the SDK, otherwise you
cannot select ceres-solver for the main image but instead must
explicitly add the dev package to SDK. IMHO it's simpler that way.
