[oe] [meta-perl][PATCH 02/12] libencode-perl: add UPSTREAM_CHECK_REGEX

The default does not work for this recipe.

* Add a note that perl-module-encode should be preferred over
  this package unless a newer version than what is provided
  by perl is needed.
