[oe] [Infra] intermittent timeouts for git.openembedded.org 2018-29-06 14:50-17:20 UTC

The infrastructure under git.openembedded.org had routine maintenance
today. It caused some sharp dips and spikes in network throughput
between 14:50 and 17:20 UTC that may have caused timeouts for end users.

lead to the issues as far as I can tell. I didn't expect this to be
noticeable and so I did not announce.

Everything should be working normally now. Please e-mail if there is
continuing trouble.
