Makes sense to me.
I was also updating master-next first to allow others to test it ASAP.
My builds were using jansa/master branches which were always rebased on top
of master-next, often identical, sometimes with some WIP changes I wanted
to test before even merging them to master-next (or sending them to the ML).
So yoe/mut might still be useful, but not to gate changes for master-next.
