[oe] [meta-networking][PATCH] umip: fix recipe location typo

ERROR: umip-1.0-r0 do_fetch: Fetcher failure for URL:
'file://add-dependency-to-support-parallel-compilation.patch'. Unable
to fetch URL from any source.
