This happens on tosa with OpenZaurus 3.5.4.2-rc2 opie image when openssh-misc
is installed.  It appears that /etc/init.d/opie is supposed to start an
ssh-agent.  But qpe daemonizes and the ssh-agent dies.  The file is owned by
opie-taskbar.  

Problem code from /etc/init.d/opie:
        $OPIEDIR/bin/opie-reorgfiles
        if [ -x /usr/bin/ssh-agent ]; then
             SSHAGENT=/usr/bin/ssh-agent
        else
             SSHAGENT=""
        fi

        if [ -x "$OPIEDIR/bin/opie-sh-ssh-askpass.sh" ]; then
            export SSH_ASKPASS=$OPIEDIR/bin/opie-sh-ssh-askpass.sh
        fi           
        echo Starting Opie....
        $SSHAGENT $OPIEDIR/bin/qpe -terminal 2

Possible patch:
