Ok I have spent a day thinking about it. 
I still think it is a bug.
  The kernel provides the hostap-modules but hostap-modules is required anyway.
I have not messed any of the config files and when I tried bitbakig the
gpe-image I bump in to the same problem. 

I am no OE developer so pls excuse my lack of experience. 
As far as I understood Your anwser I would to need to add lines like 
PROVIDES = "virtual/kernel-hostap" 
RPROVIDES = "virtual/kernel-hostap"
RPROVIDES_modules-hostap = "virtual/kernel-hostap"

to the proper linux-handhelds-2.6 bb package ... 

Shouldn't gpe-image bitbake "smoothly" (meaning with no extra add-on like
mentioned above) ?
