Actually, I *really* suggest that we split qemu recipes to ones building the
"system" emulation vs "user"[space] emulation. And build user emulation (which
is used to generate glibc locales) with --disable-gfx-check.

Please feel for users who run OE on headless servers where lots of X stuff are
not installed (and couldn't be for various reasons).
