Added pango 1.16.4 (last in OE was 1.16.2).

This should bring improved kerning (inter character spacing) as shown here:

I am reluctant to enable this release by default, it might have rendering
regressions and it's just out, so can not be well tested yet.

Developers please test and report here or remove DEFAULT_PREFERENCE = -1 on
success.
