I've pushed 5.4.1 without perl support in 
1c677cd93897689aa52a23eb04ceefc28c394100 (original patch) and
a8fec6455f36945976c79105d31ee298a06da5f7 (some cleanups).

I did some basic tests on sh4 and i486 and made sure it built with uclibc and
glibc.

I think we close this bug now.
If perl support is needed I think that'd might be better done in a new bug?
