i notice two things : 

1) staging/x86_64-linux/lib/terminfo is a broken link, 
 it miss a '../' more 

2) on ncurses.inc file there is :

# This is necessary so that the "tic" command executed during the install can
# link with the correct libary in staging.
export LD_LIBRARY_PATH = "${STAGING_LIBDIR_NATIVE}"

so seem to me that adding the same LD_LIBRARY_PATH on rxvt-unicode make it able
to install correctly

- moreover also if seem not to be related with this bug also
staging/arm-angstrom-linux/lib/terminfo is a broken link
