happens in

require conf/machine/include/tune-iwmmxt.conf

which is why I removed it.

I don't understand what "it is policy and needs to go in the distro" means. 
Why is tune-iwmmxt.conf not OK, but tune-xscale.conf is OK?  Seems like the
rules should be the same for both?

Having the modules stuff be in the distro instead makes sense; should I create
an angstrom-derivative gumstix distro then?  Probably makes sense to have
something which creates a distro target for a default set of gumstix packages
to cover more or less what's in the gumstix buildroot default set now...
