"otherwise hald will not work correctly" sounds like a bug in HAL to me. What
happens if the files are not found on your system?

A quick look into configure.in and ids.c would suggest that if the code for
reading the IDs files is included by having one of the _IDS defined, the
corresponding name is simply not reported if there is no file - the same
behavior as with *_IDS not defined.
By installing the hwdata package later on the name resolution should be enabled
automatically, so you would be able to choose whether or not you want name
resolution.
