move debug files to -dbg package

Building gconf 2.6.1 results in the following errors:
ERROR: QA Issue: non debug package contains .debug directory: gconf path
/work/armv4t-linux-gnueabi/gconf-2.6.1-r0/install/gconf/usr/lib/GConf/2/.debug/libgconfbackend-oldxml.so
ERROR: QA Issue: non debug package contains .debug directory: gconf path
/work/armv4t-linux-gnueabi/gconf-2.6.1-r0/install/gconf/usr/lib/GConf/2/.debug/libgconfbackend-xml.so

The attached patch resolves this problem.
