I confirm this. I did as
http://lists.linuxtogo.org/pipermail/openembedded-commits/2007-February/003835.html
suggests:

* cd <staging> ; mv share/pkgconfig/* lib/pkgconfig

and gtk-engines is exactly the single package which has this issue.
