I found that it my tweaks to ipkg.py regressed handling of ipk's with empty
file content (i.e. which offer only metadata) - they were python-faulted upon.
A quick fix only led to such packages being skipped during rootfs creation.

So, issue doesn't appear to be in i-m-i (it was tested to produce the same
Packages/Packages.files as unpatched version), but in some other util.
