After installing a quilt ipk the scripts in /usr/share/quilt/scripts/ have a
staging path to the perl binary:
#! /home/papercrane/oe/oz354.build/tmp/staging/i686-linux/bin/perl -w

This happens in oz354x for sure but possibly happens in dev as well.
