The tcl package configuration files make ample use of the "uname -s" command,
which breaks the cross-compile when your build system is Darwin and your target
system is arm-linux. The only way I found to fix it is to hard-code "Linux" in
its place in the files tcl.m4, config.in, Makefile (if it sneaks in) etc.
