Well, it did not build without that change earlier for whatever reason.  I
agree with your assessment that the dependency should be expendable given the
fact that gtk+ also depends on atk.  But there is no doubt that gtkmm does
indeed depend on atk, the configure script checks for it.  So I don't see a
real issue here.

BTW, gtkmm also depends on cairomm.  This dependency was until now undeclared
and thus broke compilation from scratch.  I have added that dependency locally
and will push the change shortly.
