patch to add +DEPENDS = "bison-native"

adds missing dependency to modutils-cross; please see also 
Bug 2580: http://bugs.openembedded.org/show_bug.cgi?id=2580 ... as this may
obsolete the entry in the sanity.bbclass (can not judge is both makes sense).
