I have installed tetex - 3.0-r5 on my borzoi, but it is not properly configured
(at least).  There is a tex binary, which responds with:

This is TeX, Version 3.141592 (Web2C 7.5.4)

I then type a q to quit, and 

q
kpathsea: Running mktexfmt tex.fmt
fmtutil: config file `fmtutil.cnf' not found.
I can't find the format file `tex.fmt'!

There is also no latex.  I tried running texconfig, and got:

texconfig-dialog: directory `' (from TEXMFCONFIG variable) does not exist and
cannot be created

it then exits without trying to configure anything

So, I tried setting the environment variable TEXMFCONFIG=/usr/share/texmf

and got just one more step along:

texconfig-dialog: directory `' (from TEXMFVAR variable) does not exist and
cannot be created

obviously a file like (on my desktop machine) /etc/texmf/texmf.conf  should
exist, but doesn't.  Any suggestions on what to put there?
