No, this is not fixed. I am still experiencing the same problem.

Build environment does not include staging/i686-linux/lib to library path nor
staging/i686-linux/bin as a binary path.

Build succeeds only on hosts with compatible version of ncurses installed (i.
e. Debian).

Actually bug 2554 seems to be a duplicate.
