I've done an workarround to build the image. In the local.conf file there was
the entry:

GLIBC_GENERATE_LOCALES = "en_GB.UTF-8 de_DE.UTF-8"

and I've changed it to:

GLIBC_GENERATE_LOCALES = ""

The idea was avoid to create no locales to avoid the execution of qemu.
Then I've rebuild the image from scratch. At the same point, qemu has failed
while buiding the es_NI locale. This locale is not set to my working computer.

has it been choosed randomly? Perphaps, bitbake should check that
GLIBC_GENERATE_LOCALES is not empty.
