In Bug 2231, I was unable to change terminals even if I issued
ctl-alt-backspace and logged into gpe again (except at gpe-login screen).

In this case, I can get FN3/4 keys to work fine if I log out/into gpe after a
reboot or issue ctl-alt-backspace to restart x.
