It's clear the mesa devs never though it could be cross-compiled :/
(or at least this is what i think when i look at the way the make system is
setup)
All the things done in mesa-mesa.inc and my patch are hacks to resolve this and
should be version dependand, as no "standard way" (i.e autotools) is used,
which "guarantees" that the next version will use the same.

The author of the mesa package, decide to use "sed magic" during config and not
a patch to solve the problem.
I have no problem to follow one way or the other but we must make sure that the
CCFLAGS settings that were supposed to by used by the build host are used.
This is what my patch is doing.
