ifplugd 0.28 bitbake recipe

This is my first recipe submission.  :)

This is an updated ifplugd recipe for version 0.28.  The latest in the
repository is for 0.25.

I have two patches to attach, but it looks like I can't add more than one
attachment below.  I'll try to add them once I've finished submitting this
bug/request.
