Add unpackaged man page and split out separate doc and dbg

The following warning 

NOTE: the following files were installed but not shipped in any package:
NOTE:   /usr/share/man/man5/iftab.5

While fixing that, I split out separate -dbg and -doc packages 
to correspond to the libiw and ifrename packages. 

I also increased the PR.
