candidates for some PACKAGES clean-up

There is hardly any circumstance where hardcoding the packages to be built
makes sense.  'rgrep "PACKAGES = " packages/' as attached above is likely to
return a list of bb files with erroneous or superfluous packages declaration. 
Many of these packages can probably be simplified and made more robust.
