I agree this might be something open for debate (and thus more appropriate to
be conducted in the ML).  After a fruitful discussion with koen on IRC
yesterday my current take on it is this.

The images should be as small as possible.  Any package can be installed from
the feed.  The images should provide a convenient way for most users to connect
to those feeds OOTB.

That being said, I agree that both bluetooth and wifi are optional for most
devices since it is not built in.  I'd still argue for wifi to be included and
bluetooth not for the above reasons.  Although I had to learn that some people
do use bluetooth to connect to the net, I think it is safe to assume that 

a) many people will want to connect to the net using wifi
b) # of users with wifi card > # of users with bluetooth card 
   (a bit of speculation here)
c) There are no or virtually no users with bluetooth card
   but without wifi card

Thus, with wifi included in the shipped images we provide a means to connect to
the internet for most everyone (others will need USB network or sneaker net). 
This includes the bluetooth crowd who can use wifi to download the necessary
bluetooth packages from the feeds.
