Currently, rootfs_ipk hardcodes dependency and installation of ipkg and
ipkg-collateral into images it produces. This is not always desirable, for
example, for initrd's, installers, rescue disks, etc.

Instead, it really should be added by distro/images, using
DISTRO_EXTRA_RDEPENDS or other means.

Note that few distros (angstrom for example) already have ipkg in
DISTRO_EXTRA_RDEPENDS, others may need to add it.
