Interesting. I have no idea how ipkg handles that,but in my book circular
dependencies aren't exactly a good thing:

RDEPENDS_${PN} = "${PN}-conf"                                                   
RDEPENDS_${PN}-conf = "${PN}"                                                   

Just my 2 eurocents.
